PK Management’s Joint Venture A Bed Of Roses

Is Tony Chinye Still Working With Nigeria, et al.?!

This entry is part 13 of 17 in the series The Corruption of HUD Contracting

If you thought that Market Ready and Purdy Enterprise were colluding, you really have to ask about Strategic Alliance Management JV, LLC (SAMJV). SAMJV, the presumptive US Department of Housing and Urban Development (HUD) Management and Marketing (M&M), Field Service Manager (FSM) 3.10 Contract Awardee for Florida, knocks it out of the park Manchester, England, style. I do not believe that HUD ever anticipated allowing a Vampire Squid conglomerate like PK Management to parade a Certified Public Accountant (CPA) around by the nose and call it a legitimate Joint Venture. That is precisely what has happened, though. Tony Chinye, owner and founder of Chinye & Company, CPA, PA, established in 1994, down in Florida, cooked up a great scheme. Chinye and PK Management christened the firm as Strategic Alliance Management JV, LLC in 2014. And what a carpet bagging piece of work it was!

So, on 26 February 2014, Chinye spun up SAMJV. As seen above, by 2015, PK Management already had their claws deeply dug into Chinye. Chinye is an interesting fellow, to say the least, in that he has absolutely ZERO HISTORY in the Mortgage Field Services Industry. Are you curious whom Chinye is hooked up with? The Foundation for Democracy in Africa. Now, I am for Democracy as are most Americans. Let’s take a look, though, at one of the conferences Chinye attended, the AfrICANDO Trade and Investment Symposium. It was like a Who’s Who of Third World Coups,

Dr. Gerswhin Blyden, Chairman, FDA presents J.A. “Tony” Ojeda, Jr., Executive Director, OEDIT, Miami Dade County with the US-Africa Trade Development Award during AfrICANDO Luncheon, also photographed, the MC for the event, Tony Chinye, CPA, President, Chinye & Company on right.

Fred Oladeinde, President, The Foundation for Democracy in Africa, Dr. Olumide Ajayi, Deputy Executive  Director,  Africa Leadership Forum, Agrippa Ezozo, President, Africa Diaspora Foundation,  Margaret Wamuyu Muthee, University of Kenya/Visiting Scholar Woodrow Wilson Center, Washington, DC,   Patrick Mphepo, Investment Counselor, Embassy of Malawi, Ron Thomason, VP Strategic Programs, Maritime Security Council, Oscar Enciso, President, Global Transportation Security Compliance Corp., Hector Pesquera , Assistant Director for Safety & Security, Port of Miami, and Michael C. Trulson, Bureau of Int’l. Security, Office of Counter Proliferation, US Department of State.  And that was just to get things underway for one of the Conferences. It is truly incredible what is accessible on the Internet when one puts their minds to tracking down folks.

The Foundation for Democracy in Africa (FDA), is a development organization committed to promoting participatory democracy, sustainable development and economic growth throughout Africa. FDA maintains institutional linkages with universities in USA and Africa. Founded in 1994, FDA is a Washington, DC-based non-profit 501 (c) 3, non-governmental, non-partisan institution with offices in Miami, Florida, and several African countries including, Nigeria; Sierra Leone and Liberia. In 1996, the Foundation was granted consultative status (special) as a non-governmental organization (NGO) with the United Nations Economic and Social Council (ECOSOC). FDA is also registered with the US Agency for International Development (USAID) as a Private Voluntary Organization (PVO). FDA collaborates with the African Union (AU) on programs and projects.

Remember, Chinye was the Master of Ceremonies for the FDA as mentioned above.

Now, whom precisely is USAID? Glad you asked that question. Here is what teleSUR had to say,

The U.S. Agency for International Development (USAID) was created by Pax Americana to provide a cover for CIA agents under the pretext of helping the 3rd World. U.S. Imperialism has to do some good or its potential targets would not open their doors to intelligence agents posing as do-gooders, so USAID was created.

Today, the USAID is headed by Gayle Smith, formerly the “Special Advisor” to former President Barack Obama and Senior Director of the National Security Council. To put it simply, Gayle Smith is one of the top “spooks” in the United States, someone who told the CIA what to do.

Today, this former “spook” is running a multi-billion dollar “aid agency” with thousands of employees or “contractors” operating world wide. Who knows who is an agent and who is a real aid worker when it comes to USAID.

Earlier [last] year Ms. Smith sent 25 senior CIA investigators to Ethiopia to see first hand what was going on with the nationwide uprising under cover of “investigating the drought.” Their report, yet to be made public, must have been pretty dire for not too long later, Freedom House, that execrable voice of the CIA, published a report insinuating that replacements for the present Ethiopian regime could be in the works.

Many may remember the large piece I wrote, several years ago, upon the HUD Budget being used, by the CIA  — legally — to bury black budget operations. And many will remember the eye opening articles I released on Pedro Kolychkine, owner of PK Management. Now, I have never believed in coincidences. And in a time wherein Jeff Sessions is being sweated over simply forgetting to write some names down, how much more important is it that the US Department of Housing and Urban Development (HUD) is poised to authorize hundreds of millions of dollars in US Taxpayer monies to a person potentially jetsetting around with representatives of the most prominent countries affiliated, at least in part, with terrorism?! Nigeria is doing their best, though,

AG Mortgage Bank Plc was incorporated on 21st July, 2004 to carry on business as a Primary Mortgage Institution [PMI]. It was granted a mortgage banking licence by the Central Bank of Nigeria in December, 2004 and commenced full operations by 31st January, 2005. The company had since inception developed innovative products that have received the approval of the Central Bank of Nigeria. In addition, the company has been approved by the Central Bank of Nigeria and accredited by the Federal Mortgage Bank as a window through which customers can access the National Housing Fund. — Typo, without a space after Nigeria, is from their website.

Let’s walk just a moment, shall we, in a way that only a trained media professional, such as myself, is capable of doing. Take a read through the FDA’s IRS 990 Income Tax form. Normally, affiliations with non profit organizations would not be fair game; however, we are not in normal times. I mean what would Juan Sanchez have to say about all of this, out-in-the-out, way of doing things?!

While Strategic Alliance Management JV, LLC (SAMJV), may look harmless from the outside looking in, as we begin to dig deeper over the Memorial Day Weekend, I believe that you are going to find out precisely whom Chinye and Kolychkine are and what is truly going on. The simple and salient point that SAMJV, whose DUNS Number is 079332210 and based out of Pembroke Pines, Florida, had their Small Business Administration 8(a) Certification between Tony Chinye and PK Management revoked in December, 2016. This, alone, should have been enough to set off alarm bells. Chinye’s associations, alone, should send up red flags for HUD’s Personnel Security Division (PSD). If someone is capable of connecting the dots between Doral, Key Biscayne, and Panama, then they should advance to the top of the class and apply to Foreclosurepedia’s ISTAR Division.

More on this fast paced story over the weekend on the Foreclosurepedia Podcast and with follow ups in our All The Usual Suspects Series.
