Liberty Systems Management Inc (Liberty) was recently Awarded a portion of the US Department of Housing and Urban Development’s (HUD) Marketing and Management (M&M) Field Service Manger (FSM) 3.8 Contract. While not novel in and of itself, Liberty is novel for the reasons that HUD considered or, in my opinion, failed to consider. The fact of the matter is that Liberty and Michaelson Connor & Boul Inc (MCB) have been connected at the hip for years and years. Take a look at Liberty’s President, David Huckemeyer. Now, Huckemeyer actually has THREE LinkedIn Profiles , but I am not dwelling upon that. Here is what I am dwelling upon,
Huckemeyer was the Director of HUD Contract Management for MCB from 2006 – 2010. I want everyone to remember MCB and I want everyone to remember Joan Heid. While you are at it, I want you to remember this address which is what Liberty lists as their address on the HUD FSM M&M 3.8 Documents: 5312 Bolsa AVE Suite 105 Huntington Beach , California 92649.
Now, MCB has been and continues to be an Awardee of HUD and a plethora of other US Government Agencies. Specifically, MCB is the only HUD Mortgagee Compliance Manager (MCM). While HUD does have a Series 2.0 Sources Sought Solicitation out, MCB is the only show in town right now. On 29 September 2000, the HUD Office of the Inspector General (OIG) conducted an audit of MCB, 00-PH-222-1005, and found more than a few problems at MCB with respect to the quality of work they were producing. The reason I am driving this point home is that to say that MCB and Liberty are separate entities without influence upon each other is bullshit. What makes it even more dangerous is that MCB, as the HUD MCM, is mandated to have NO INTERACTION with the Asset Management (AM) nor Field Service Management (FSM) sides of the HUD M&M — even the appearance of a Conflict of Interest is enough to trigger audits. The reality is that many of the problems brought up in the HUD IG Report will be on steroids with respect to its incestuous relationship with Liberty best I can tell.
Liberty attempts to camouflage its address in several instant cases; however, Google has a long memory. Liberty’s address listed on their HUD M&M FSM 3.8 address is the same as the MCB Housing Development Corporation sans the suite. Interestingly, the California Franchise Tax Board (FTB) Suspended MCB HOUSING DEVELOPMENT CORPORATION back in 2004. More on point, though, both Liberty and MCB have a long, financial history,
Now, I am not the sharpest tool in the shed, but this is a problem. Here you have Dave Huckemeyer whom has been working with MCB for nearly a decade. Huckemeyer jumps out on his own — allegedly and libertysystems.biz would question that even though it has been taken down — and then enters into business with MCB. MCBs Chief Executive Officer, Joan Heid, felt so compelled to compliment and represent the relationship between MCB and Liberty that she has published a Quote on Liberty’s Website. Liberty’s offices are just a couple feet away from MCBs Offices in a building controlled by MCB. Finally, I have a hunch that there is a significant relationship which exists between Huckemeyer and Heid.
To understand the current HUD M&M FSM 3.8 Contract, one needs to understand history. More on point, one needs to understand both Boris Whiteside. To understand history — not just the history around 3.8 — you really, REALLY need to follow the documented and undocumented money and the strip clubs; strippers always remember a good tipper!
