THIS REQUEST FOR PROPOSAL IS RESTRICTED AS 100% SET-ASIDE FOR SERVICE DISABLED VETERAN-OWNED BUSINESS.
This Request for Proposal (RFP) will be issued to obtain contractor qualifications for which a contract, by means of negotiated firm fixed-price will be awarded. A contract will be awarded to the Lowest Price Technically Acceptable Offeror in accordance with FAR PART 15 and 36.
The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA786A-13-R-0096 for the following:
Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, roads and other site features as noted on the plans , and furnish all labor , equipment and materials and supervision to construct a new administration/public information center building, new roads, utilities and other site features and to perform work for renovations to the existing public information center and maintenance building in accordance with the as required by drawings, and specifications and terms and conditions herein.
COST MAGNITUDE: The magnitude of this project is between $5,000,000 and $10,000,000.
CONTRACT DURATION: Performance period is 365 calendar days from date of receipt of Notice to Proceed.

OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation, specifications and drawings will be released on or before June 27, 2013. All prospective Offerors MUST register themselves on the website.
SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
