Mortgage Contracting Services (MCS) reached out to their top tier inspectors network today inquiring whether or not anyone had a HSPD-12 Certification. HSPD-12 is the Homeland
Security Presidential Directive 12: Policy for a Common Identification Standard for Federal Employees and Contractors. In essence, it ensures that real background checks are done and that the Personal Identity Verification (PIV) cards issued are real and that the information is protected unlike MCS or Aspen Grove Solutions — rebranded as ShieldHub. The irony is thick: MCS whom has had multiple breaches and the failed Aspen Grove Solutions whose ABC Number is no more verifiable than alien life in a distant galaxy. Fact of the matter is that the minute MCS finds someone with the ability to manipulate data for the HSPD-12, lives will be ruined.
For years, the mortgage field services industry was an all in proposition. In essence, Prime Vendors had a vested interest in cleaning each others dirty laundry. The revolving door of the HUD M&M FSM is a prime example. On FHA pre conveyance, Prime Vendors would — and still do — drag their feet when it came to placing properties in conveyance condition (ICC). Part of this has to do with it is virtually impossible to get caught and part of it is quid quo pro. What I mean is that over the past decade there has never been a non NAMFS Prime Vendor, outside of this Industry, as a HUD M&M FSM Awardee. It is cyclic. What happens is that when the pre conveyance side moves an asset over to post conveyance, pass through expenses are negotiated from HUD to the Awardee and Labor eats the mess. And as the previous Awardee moves back into pre conveyance the Prime Vendor holding that contract then recirculates as the new Awardee.
If you have any questions about the level of corruption, simply reach out to HUD’s Acting Deputy Director of Procurement, Craig Karnes. The verbal gymnastics that he has performed in order to crucify Labor and make Awards to firms such as 24 Asset Management, who defrauded nearly $1 Million and issued bounced checks, was the pinnacle of his procurement career. Nothing will change my mind that the bribery was thick and heavy. Whether that money was funneled in low number, non sequential bills or on weekend excursions riding Harley Davidsons, I do not know. What I do know is that if you want a poster child for who hates Labor, Karnes face is on it.
The problem today is that the taint of institutionalization has begun to infect far more than our Industry. Their claws are now beginning to entrench themselves in all aspects of government. The guiding of MCS, by its owner Littlejohn & Co., to enter into the Federal Emergency Management Agency (FEMA) contracting, using untrained and unlicensed inspectors is a dangerous gambit. Oh, MCS and Littlejohn &Co. will profit heavily, but at the expense of both the US government and those impacted by the disasters. What MCS does not understand, though, is that the fertile new ground they are attempting to plow is a front door to unionization. And I have every intention of burning to the ground any opposed to it.
