Many folks have been writing me and asking about the US Department of Housing and Urban Development‘s (HUD) Management and Marketing (M&M) Field Service Manager (FSM) 3.12 Awards. Read my lips — THERE HAVE BEEN NO AWARDS! Over the past several weeks what has happened is that there have been a series of Extensions and Realignments. More on that in just a moment. First, though, for those of you getting emails that one company is replacing another, that is NOT an Award. In fact, what is going on, right now, is of a temporary nature — they will not last for more than 60 days. They were triggered by a handful of reasons including when HUD attempted to issue the limited sources competition, Alpine Companies protested. So, HUD elected to cancel and issue sole source extensions, rather than be without performance. Some of the existing vendors were realigned rather than extended due to not reaching agreeable pricing or based on performance concerns. Since they were done under the Unusual & Compelling Urgency authority, they can be posted up to 30 days after the action referring to the SAM website. For those whom are curious about whom was issued what under the Extensions and Realignments, you may view them on the Federal Procurement Data System (FPDS-ND) provided that you have an account. GovTribe is also another good source of historical data as FPDS is being merged with SAM now.
