HUD M&M FSM 3.12 Awards To Be Issued

It has kinda become a legacy on par with Sasquatch that the US Department of Housing and Urban Development (HUD) comments on the Management and Marketing (M&M) Field Service Manager (FSM) 3.12 contract at least several times a year. And this year is no different other than the winding down of a global pandemic; inflation at 40 year highs; and a whack-a-mole game in the Ukraine with Putin bamboozling President Biden. Sasquatch, or Bigfoot depending on where you live, is always a shoe in for sightings just like HUD’s ongoing love affair with promising to deliver competitive awards on the HUD M&M FSM 3.12 contract. Personally, I would have gone with Loch Ness Nessie, but even she appears to remain submerged for at least a year at a time.

In a recent inquiry to HUD by Foreclosurepedia we asked the following question,

Was curious if HUD is looking at migrating away from all of the no bid and bridge contracts they had issued and opening up the HUD M&M FSM contract for competition under a 3.12 or other iteration?

A Senior HUD Official responded,

Any of the non-competitive “bridge” awards are solely to buy HUD enough time to get the competitive FSM 3.12 awards made, and accommodate any time delays associated with post-award protests.  I anticipate the competitive awards to be announced later this month.

In the longest M&M FSM Award process in history — as far as Foreclosurepedia is able to find — the M&M FSM 3.12 contract has muddied the waters of many with respect to HUD’s position on transparency. Through a series of realignments and bridge contracts, Guardian Asset Management has controlled almost each and every contract available for years — without any competition or bidding challenge. And to many, that may just be enough to support the I Believe stickers, with a dash of X Files, that Management are now sporting on the bumpers of their Prius as they commute to work.
