HUD Releases RFI For Nationwide Inspection Contract

The US Department of Housing and Urban Development (HUD) has released its nationwide inspection contract which Foreclosurepedia spotlighted earlier this year. For the first time in years, HUD is public sourcing inspections pertaining to its Section 8 and other public assistance housing projects. Here is what a Senior Level HUD Official had to say about it then,

We’re also ramping up for the PBCA requirements, which will be issued regionally.  Those include the Housing Assistance Program (HAP) inspections for all of our Section 8, Section 3, Housing Choice Voucher, VASH, etc. programs that pay housing subsidies.  This program was previously done as non-competitive grants through the state run Public Housing Agencies, and will be let as competitive contracts this time around.

Currently, HUD is requesting an RFI — Request For Information — which is simply a Letter of Interest presenting your firm to HUD and allowing HUD to gauge the interest and availability for set asides for their Solicitation which will be anticipated soon. As the US Government’s Fiscal Year ends 30 September, we are anticipating an October release.

The Contractor shall demonstrate the establishment of an inspector training and professional development program that includes a training curriculum that results in inspectors that produce HUD acceptable NSPIRE inspections. The Contractor shall maintain and be responsible for ensuring the training of their own inspectors and that of their subcontract inspectors meet the HUD NSPIRE inspection protocols. The Contractor’s training and professional development program shall detail how the Contractor will measure and track the learning curve of inspectors, adhere to updated training requirements set forth by HUD, and only use those inspectors that have received certification conferral from HUD upon completion of the Contractor’s training program.
